Commerce challenge that almost all divides U.S. and China on commerce isn’t tariffs

BEIJING — China has taken a tough stance on the problem on the root of the looming commerce struggle between Beijing and Washington: China’s government-led drive, which Washington describes as breaking worldwide guidelines, to construct the cutting-edge industries of the longer term.
